This would makes it way too unreliable and costly, and will do more harm to you (and your team) than to your enemies.
Early game you want to save and get as much money as you can to upgrade you army the most efficiently possible, you'll hardly consider sacrificing your wave income, especially if you're not even certain that the buff will be helpfull and secure a kill.
Mid-late game you just won't be as present on your lane as before. You focus on teamplays, teamfights, objectives, and quick push (that might not even be on your lane). So you won't be able to use it anymore if it's only on your own creepwave. And I doubt your friends will be very happy that you just chomp freely into their incomes, if you could.
I still stay sceptical about it and stand on my point. Or you fully implement it, giving more in depth strategy, and modifying the core mechanics of the game, Or you keep it the actual version.
I'm not especially against or for it, but "denying", while giving a way lot more strategy, also add a lot more complexity, which can drive off a lot of players. That's why I said it's to SN to decide if they want it or not.
